Q&A: MLR requests and refundable deposit

Q: Does making an MLR (Manual Loop Request) insure I will actually get DSL?
A: You've heard the saying, "The squeaky wheel gets the grease". The purpose of this collective effort is to alert the phone company of the precise areas where DSL demand exists. Simply laying fiber out through the woods is NOT an effective solution. Neighborhood relays MUST be installed where the greatest numbers of people will actually be delivered high-speed service. The more people who participate with MLR's in your neighborhood, the more effectively this demand will be demonstrated.

Q: Can I make an MLR directly with the phone company?
A: They do not accept MLR's directly, but simply telemarket to neighborhoods with existing service. This is where independent ISP's like Pasty.NET come in. We know the area, already serving much of it with wireless broadband. We provide the manpower to submit MLR's, so that your neighborhood will be one of those 'squeaky wheel's', to get DSL sooner rather than later (months or years).

Q: What is the purpose of the deposit, and how is it refundable?
A: The FCC has established provisions for independent ISP's like Pasty.NET to offer DSL. The phone company requires that any such manual orders are legitimate requests from consumers who actually want the service, and have authorized Pasty.NET to submit the request on their behalf.

If the MLR is successful, when DSL service is established in your neighborhood, you will be hooked up right away, with the deposit applied to your service.

The deadline noted previously in FCC Docket No. 06-74, was December 31, 2007. Within 90 days of submitting your MLR, if DSL has not been made available to your residence or business, simply email support@pasty.com to request a refund or apply it toward any existing Pasty.NET services you may have. (wireless, nationwide-dial, personal or business hosting).

Q: How fast will the DSL be, and does it tie up your phone line?
A: We typcally see speeds at least 384k, up to 1.5 Mbits. This is about 16 - 60 times faster than dialup, and it does NOT tie up your phone line. A filter/splitter is provided to divide your circuit into separate voice and data channels.

Q: Can I receive referral credit for encouraging my neighbors to make a Manual Loop Request through Pasty.NET?
A: If you are indicated as the referring member at the time the MLR is submitted, you will receive a month of free service at such time their Pasty.NET DSL service is turned up. There is a limit of 12 referrals, or one year of free service.
